What causes me to receive a text message from “230-0” stating: Free Msg: Recipient unable to receive message - Message Blocking is active

I have received a text message, from 230-0, which states “Recipient unable to receive message - Message Blocking is active”. This recipient has only an iPad and an iCloud account, which has always worked to send text messages.
