Safari fails to open a new window via shortcut key but weird thing here is that when take my cursor up to that options bar (basically drag it to there) and just click on file and then give the command via keys to open the window then it does. But in case of private window it works always with keys and no cursor dragging is required in that case. Any solution or tips to fix it?

If the shortcut is listed there, but not actioning as it's suppose to then it may be best to reinstall macOS using the steps of the following resource to see if that can clear up what is occurring. Seems like re-installing can be the only preferred solution here else I'll have to contact support only now.
Done with it sometimes it gets fixed or sometimes doesn't but at the end error still remains and it's not only for me many others are also facing this error. It's like either you can open private window via shortcut key or you'll have to open a normal new window via going to that file option and clicking on new window because shortcut key recommended doesn't works. And now it seems like that there is no permanent solution for this.
