Landline phone "not in service" from calling from iphone

I get this error message when calling my home landline phone from my iphone (10Xr). The iphone AND landline works fine in all other circumstances. Consumer Cellular, ATT AND Iphone support do not know what the problem is. The error message I keep getting is: NU201NA53. Can anyone help, please? Thanks in advance.
