If somebody has been creating lots of Apple IDs on some iPhone or iPad somewhere and has hit a new-creation-limit, then use the Apple website to create a new one. How is listed in the linked article.

Creating a new Apple ID will not clear an existing Activation Lock, and will also not permit app and content purchases and subscriptions to be transferred to the newly-created Apple ID.
