cannot reinstall macos

My new to me, refurbished mac computer would not let me sign in. I was directed to reinstall macos. Unfortunately, it says its locked. I do not know how to get passed this stage and I cannot get the program to restart. What can I do?

It sounds like whoever sold it to you forget to remove FileVault or give you the Password,
