Apple Support Communities is a great place for help and we're glad you were directed here from the article: Trust manually installed certificate profiles in iOS and iPadOS


The option to "Enable full trust for root certificates" would appear for certificates you've manually installed either via email or a website. If you haven't manually installed a certificate, the option to enable the certificates wouldn't appear. Apple does appreciate all feedback regarding their products, features, and services. If you would like to provide feedback regarding Certificate Trust Settings, you can do so via the Product Feedback website.
