I am trying to either add or change my credit card information but my phone is not giving me the option to add a payment or edit the card information. I cant remove my current info because I have an ongoing subscription for additional icloud storage.

Sign in to your Apple ID account page and edit your Apple ID details.
On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.
