How to free up device storage?

I’ve bought the I-cloud storage, but I am still confused on how to free up my device storage. (I have an I pad.)

iCloud storage can only help with a shortage of storage on an iPhone in a limited way, primarily with iCloud Photos Optimize option. See instructions in: Set up and use iCloud Photos - Apple Support
