How do I stop the phone from continuing to buffer.

Buffer for what? If you are having troubles with streaming services, that would have to do with the strength of your internet connection, and/or the amount of free space on your device. Go to Settings>General>iPhone Storage and see how much space is free on the device. You should have at a minimum 10% of the total storage of the device free.
