Is there any way to buy a thumb drive With an operating system on it? With my slow dal connection I am never able to complete a download.

The answer is no, and if you find someone selling one, it most likely has malware built-in free of charge.
Find a coffee shop, bookstore, etc.. that has free WiFi, and buy lots of coffee while you use their WiFi to download your software updates.

At one time Apple did sell Lion 10.7 on a Flash Drive, where are you located?
Do you have any friends or an Apple Store that could do it for you?
