"Unable to activate" an update is required to activate your iPhone 7

I've updated the iPhone 7 to the latest software (15.4.1), I've reseted it, and I have checked the SIM card to make sure it's undamaged but nonetheless I still get the "No Service" on the top left and when I go to active the iPhone it doesn't allow me and I get the "Unable to activate" an update is required to activate your iPhone" message. Does anyone have a clue as to what the issue might be?

iPhone 7, iOS 13

Troubleshooting "Unable to activate":

A. Install a Cellular Update:

It might be prompting you for a cellular update to install. So, go here for that. Update your carrier settings manually on your iPhone or iPad - Apple Support

Also...

B. "No Service":

"No Service" is shown on the top-left corner of your screen. So, go here to fix that: If you See No Service or Searching on your iPhone or iPad - Apple Support
