I have an iPhone XS that is stuck on the apple logo reboot and I can't get out of it. Tried all troubleshooting I can find, such as removing SIM card, force restart, update and restore/factory reset via iTunes. None of this has worked. Any ideas what to do next?

Yeah I would take it to the Genius Bar. I had it in the past where my iPhone was stuck in boot loop and when I tried to do the update, I go an error message but then the restore worked. Since neither works for you, you'll need Apple to run diagnostics on the phone to see what's going on.
Were you getting error messages in iTunes when trying to re-install iOS? The only other option I can think of is to take it to the nearest Apple store
Yes there was a pop up with an error code for each that it could not perform the update or the restore
