MacMini 2019 no Recovery Mode

Hello! I have a MacMini 2019 (Intel), which was running MacOS 12.3.1 and Win10 side by side via BootCamp. Last week, the device went to one of the relatives, after which it returned back already corrupted. He tried to reinstall the OS to an older one, went into Recovery Mode, format all partitions and rebooted from the installation flash drive, but now Windows BSOD is issued when loading.

I try to boot into Recovery Mode (Cmd + R and Cmd+Alt+R etc), but the system automatically suggests either loading Windows again, or downloading from the Internet, which always leads to an error -2002f.

Just entering Recovery Mode does not work, any combinations lead only to downloading from the Internet. I tried to load from installation flash drives (with different versions of macOS, Windows and Linux ), but the result is the same. Who can help with advice?

After few hours I solved it!

  • In "Target disc mode" I connect Mac to my MacBook Air, using Thunderbolt cable
  • On "Air" opened "Disc Utility" (View -> All Devices)
  • Find drive on list as Thunderbolt connected
  • Removed all partitions and create empty GUID\APFS
  • I removed macMini from list in "Find My" app.
  • Opened settings of my WiFi router and add DNS server "8:8:8:8" and Secondary as "8:8:4:4"
  • Cmd+Option+Shift+R
  • Internet download of stock macOS

Well... Holding "T" button while booting, I entered "target disk mode" and connect "mini" to my Air (2020 M1) using Thunderbolt cable. As I can see internal disc of Mini is totally empty. I tried to make recovery from internet, but still same error. Also I still can't boot installer from flash-drive. It appears logo of installer, but after pressing on it, it still asked for internet connection and again same error (-2002f)

There is NO OS on a Mac now. Two clean drives and one loader partition which tries to load Windows. I tried to load from installation usb with several types of os but result is the same - loading Windows bsod or endless downloading from internet with same error in the end. No "Recovery Mode" window with any shortcuts :(
