Voice mail trouble on iPhone 11 ProMax

I just realized I have not gotten any VMs in about a month. My custom greeting doesn't play, only the default, and when I re-record or set it to custom it just reverts back. PLUS none of the voice mails ever show up on my phone. I have tried everything suggested online and here going back to 2014 - reboot, delete and clear all old messages, change VM password, re-record message, turn ON cellular and turn WiFi off - nothing has worked.

Anyone?
