The Keynote will be available to stream on apple.com, the Apple Developer app, the Apple TV app, and the Apple YouTube channel. On-demand playback will be available after the conclusion of the stream.

Hard to say, however your cellular carrier is responsible for your Hotspot. See this to start troubleshooting, and if it does not help, then contact your carrier. If Personal Hotspot is not working on your iPhone or iPad (Wi-Fi + Cellular) - Apple Support
