With your iPad being unable to be activated, make sure that you're connected to a reliable Wi-Fi network. Restart your iPad. If you have a computer available, connect iPad to your computer with the cable and activate there. See additional guidance on how to activate from your computer in Connect iPad and your computer with a cable. If the issue persists, reach out to Apple for further assistance.
