I have a Macbook pro OS x 10.8.5 I want ti add Itunes match

See the Subscribe to iTunes Match section of the support article Subscribe to iTunes Match - Apple Support. You should find the link to subscribe in the iTunes Store. Once subscribed if your computer is authorized to your Apple ID and you are signed into the iTunes Store you should find an option to enable iCloud Music Library under iTunes > Preferences > General tab.

You Subscribe to iTunes Match - Apple Support in the iTunes Store, then enable Sync Library/iCloud Music Library in your library to match/upload your music.

You surely cannot be running OS X 10.8 on a 2020 MacBook.
