How can you add a Gif that moves to a text message in the app on my iPad Pro or iPhone 11?

Try adding the Gif in the same way that you add photos etc.

Or
See if this works for you:
Open and tap the animated gif
then tap 
. Or, touch and hold the item,
then choose a sharing option (eg: messages app).
