I'm trying to upgrade my iPad mini from 9.5.3 IOS to 10 IOS to play Minecraft. When I update, it does not give me an option to go to any other IOS. any suggestions?

If you don't see any update going to Settings>General>Software Update, it means that your iPad cannot support iOS versions more recent than the one currently running on it.
