When using Safari in full screen mode in macOS Monterey, the "option - command - N" shortcut to open a new window doesn't work until I click open "File" in the menu bar and "show" the system the command.
Any solutions?

Do you find that after you trigger the shortcut to work the first time it continues working or do you have to choose File each time you want it to happen?
Also, let's rule out any issues with settings in the user account by testing Safari in a new user on your Mac. Set up users, guests, and groups on Mac

I have the "Prefer Tabs ___ when opening documents" set to "full screen" in settings, so Safari does not have the "option-command-N" shortcut when not in full screen. All other commands work.
