When using Safari in full screen mode in macOS Monterey, the "option - command - N" shortcut to open a new window doesn't work until I click open "File" in the menu bar and "show" the system the command.
Any solutions?

Let's work to isolate this situation. Does that command work when you're not in full screen mode? Are any other shortcuts working in full screen mode, such as Command + N to open a new tab? Here's a list of some commands - Keyboard shortcuts and gestures in Safari on Mac.

Do you find that after you trigger the shortcut to work the first time it continues working or do you have to choose File each time you want it to happen?
Also, let's rule out any issues with settings in the user account by testing Safari in a new user on your Mac. Set up users, guests, and groups on Mac

I have the "Prefer Tabs ___ when opening documents" set to "full screen" in settings, so Safari does not have the "option-command-N" shortcut when not in full screen. All other commands work.

Every time after I quit Safari and reopen it, I have to open "File" in the menu bar again.
