I upgraded my storage space and it charge me twice and my storage on iPad didn’t change

Given that your internal iPad storage CANNOT be increased, you might have bought iCloud extra storage.

I’m very sorry and can understand your frustration. You can’t upgrade your iPad storage after buying it. This means that you bought iCloud storage. You can contact Apple Support with your issue with charging you twice.
