Rejected Refund

My son recharged 4 transactions in Dragon Raja SEA worth 150usd without my permission. It was deducted on my debit card and Gcash account. I asked for refund in Apple but it keeps saying not eligible for refund. I need my money back because I'm on a tight budget. Please help me.
