Disable iCloud Photos on the iPhone:
You need to disable iCloud Photos on your iPhone. All will stop uploading to iCloud. Use the Photos App to view them.

Correct. If you turn off iCloud photos on your device, the pictures will be removed/not downloaded.
Hi BLT1969,
Seems if both phones have photos synced to iCloud,
you will always have the same photos on each device with the same Apple ID..
(Eg: If you delete them from one, they'll delete from the other.)
iCloud is mainly providing this syncing service, so people can access all their info,
whichever device or computer they are using.
So the answer may be to look at the settings on both phones.
ie: If you want different photos on each phone, you won't be able to sync the photos to iCloud.
For safe-keeping, you might back-photos up to an external device, or other online service.
All the best :-)
PS: More info on safe-guarding iPhone Photos and turning off sync with iCloud.

hello i am not an expert but i hope it will work for you. To unsync iPhones with the same Apple ID, unlock your phone, go to your settings app, and select the Apple ID or iCloud account. Scroll down to the devices connected and tap on the info on the phone you want to remove and tap on the remove button to commence the process.
Yes this works but says all photos will be deleted!
That's fine but it says that it will delete all the photos or has to download to phone....they won't fit!
