Hi

Are you currently syncing your mac photo library with iCloud? If not, you will have to set that up first.

Set up iCloud Photos on all your devices – Apple Support (UK)

If it is, then all you need to do is download the images to a folder on your mac, and then in the Photos app, file>import, then select the photos in the folder to import into the photos app.

For iCloud Photos you need Photos on your Mac and iPhone or iPad, iPhoto cannot sync with iCloud Photos. Download the Phots, then import them to a Photos Library and set this library up as an iCloud Ühotos library, as described here:

Set up and use iCloud Photos - Apple Support

Enable iCloud Photos on all devices, where you want to be able to access the photos.
