Can I restore workout data after re-synching my Iwatch to a new phone??

My IPhone 11 was stolen and I had to sync my Apple Watch with my new iPhone 13, and seem to have lost more than half of a year’s data of my workouts each day-

Were the workouts stored in the cloud so that I can get all that hard earned workout info back on my phone and watch?????
