My IPhone 11 was stolen and I had to sync my Apple Watch with my new iPhone 13, and seem to have lost more than half of a year’s data of my workouts each day-
Were the workouts stored in the cloud so that I can get all that hard earned workout info back on my phone and watch?????

If you setup the new iPhone using your old iPhone's backup, then it should also have given you the option tofu restore your watch from the backup as well when you paired your watch.
