Card is being charged family sharing

If someone makes any kind of purchase, the organizer’s card is charged, not the one who actually wants the purchase.

How can this be fixed? If it can’t, what would you suggest one to do if you were being charged for something you didn’t want but others did and wanted to keep family sharing?
