That is your own responsibility.
The amount that you have lost, that has been used by your friend, will not be refunded to you by Apple.
You have to arrange with that friend yourself.

Contact your bank, ask to block your bank card asap.
Then you ask a new bank card & don't give to any one.
Then -> Sign in to your Apple ID account page and edit your Apple ID details.
On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.
