Text messages on my ipad

I get text messages on my iPhone 11. I want to get it on my iPad. However when I go to messages in settings I do not have “ text message forwarding“. Everything else seems to be there such as your name and photo, show contact photos, send read receipts but there is no text message forwarding so I don’t know how to allow my iPad to get the text that go to my phone.

iPad, iOS 9

See this support document, How to forward SMS/MMS text messages from your iPhone to your iPad, iPod touch or Mac - Apple Support

Especially this line that appears just above the Forward older text messages

* Don't see the Text Message Forwarding setting on your iPhone? Go to Settings > Messages, turn off iMessage, turn it back on, tap Send & Receive, tap Use Your Apple ID for iMessage, then sign in with the same Apple ID used on your other devices.

If you have an iPhone - and both iPad and iPhone are signed-in to iCloud with the same AppleID, to send SMS/MMS messages from your iPad you must explicitly enable Text Message Forwarding for your iPad on your iPhone...

On your iPhone:

Settings > Messages > Text Message Forwarding - set to ON - and explicitly enable your iPad from the list of devices.

Also ensure that Messages in iCloud is enabled on both your iPhone and iPad:

Settings > [Your Name / AppleID] > Messages - set to ON

If you appear to be missing the appropriate settings for message forwarding, a forced-restart of your iPhone may resolve the problem:

Thank you for your response. The problem is that when I go to my iPhone there is no “text message forwarding” options under messages. I have a second iPhone where that option is present. If it were there I would simply press it. At the moment the email address is in the forwarding position and I want to change it to the phone number and the option to do that is not there. That is my issue. On the phone that has it, it appears right after show contact photos and before send read receipts. The song that doesn’t have it has nothing between show contact photos and send read receipts and repairs nowhere else.
