What does "Unable to Upload" mean in Photo app?

I imported some pictures(Raw) to my Photo app on MacBook. But a picture says unable to upload. What does that mean? How can I fix it?

Thank You

You may want to have a look at this support document: Check the status of your library in Photos for macOS - Apple Support

Photos is showing any items as "unable to upload" that cannot be uploaded to iCloud Photos, usually items in an unsupported format. This is usually fixed by exporting the items as described in zither link above and then reimporting. If the format is not compatible with Photos you may need to convert the photos to a different format.

Is the RAW format of your camera compatible with Photos? What is the camera model and your system version? The list of supported RAW formats for macOS 12 Monterey is here: Digital camera RAW formats supported by iOS 15, iPadOS 15, and macOS Monterey - Apple Support
