A few options:

World Clock (within the clock app) can have any number of locations displayed simultaneously … including UTC.

Additionally, the Clock Widget can be set to display ANY individusl time zone as well; and the widget does display a sweep second-hand.

This will probably satisfy most needs, anthough they still do depend on your phone - and generally your carrier - for a time sync.

I’ve found my carrier is generally within 2-sec of UTC. Your carrier might not be as close or satisfy your precision needs.

For a more precision time sync I generally go to https://time.gov/ which DOES provide a usefull device “offset”. (Mine is currently “off” by 0.028 sec)

Lastly,

You can set your entire phone manually to any time zone you desire. Simply select manual updates and pick UTC time zone.

Settings -> Time & Date.
