I have deleted thousands of photos on my iPad expecting that they would also delete from my phone. This hasn’t happened. Settings are exactly the same on both devices with iCloud. Any suggestions appreciated.

When you say settings are the same on both devices, when you go to Settings > Your Name, Apple ID, iCloud, etc and tap iCloud. Are photos turned on both devices there? Are both devices on the same Apple ID?
Restart both devices and see if that solves the issue.
I think they should sync, have you scrolled to the very bottom of the photos app? Are both devices connected to the internet?
Yes, all settings exactly the same so that I could work between devices. Have just gone back to double check. Assumed that by selecting from one device, (and also received message stating) that they were being deleted from all devices.
Yes both connected to same wifi and it’s active and working and both connected to internet.
