My iPhone SE is currently stuck on a black screen with a loading circle

My I phone SE has a problem, it is currently stuck on a black screen with a loading circle. Prior to this I tried to cancel the download of an app and my touch screen completely froze. After that I pressed the shutdown button, after that my screen went black with a loading circle.

How can I fix this?
