If you currently have an outstanding balance for subscriptions or purchases, Apple won't allow you to download anything new from the App Store until that debt is paid off.
You'll want to check your Apple ID to make sure you have a valid payment currently stored to it. If you don't, you'll want to add a payment so that outstanding balance can be paid and you can start downloading new applications again.
