I don't have Apple product and someone is using my account as ID

I tried to reset the password and it worked, however I am not able to access this ID as the system wants me to answer the security questions, which I don't know as I did not create the fraud account, also the questions are in Chinese or so, what can I do to stop this?, specially that my email now is sorta blocked and I will not be able to use it in case if I get an Apple product, I looked in the website and there is no way to communicate with Apple, any suggestions?

You can contact the Apple support by going to support.apple.com and scroll down. You should see GET SUPPORT and then click start now. Then follow the steps to get help.
