how do I change or remove my credit card on file to buy more iCloud storage it won’t let me and I can’t back up my phone for over 2 weeks now!

To add a new card follow steps in:
Change, add, or remove Apple ID payment methods - Apple Support
Don't edit the one you already have in there, add the new card first.
If you have an active subscription you may need to first add a new card before being able to remove the old.
