How do I update safari on my iPhone 13 mini if it doesn’t let me open safari

How do I update safari if I can’t open ‘update’ with safari because it needs an update? I can’t update any other apps as well because of this.

Safari can only be updated with the iOS. It is part of iOS and gets updated when it does. If you have an iPhone 13 Mini, the latest iOS for that device is 15.4.1. If you have that, then you have the latest version of Safari.
