I recently changed providers with 2 iPhone 7. 1 has no issues and the other doesn’t send sms messages. We tried everything.

I phone 7 will not send sms to androids. Tried everything.

SMS, MMS all are Carrier Specific features. Contact your Carrier (Cellular Service Provider), the agency that issued the SIM / eSIM to you.
