Billing information?

How come whenever i download an app i had uninstalled before, my phone asks for billing information? almost all of the apps i try to download do not require payments so what is the issue?

It would appear that you have a billing issue from something. You need to contact iTunes support to get that straightened out. See this link to contact iTunes support in your location. Choose your country or region - Official Apple Support
