iPhone 7 "Call Failed"
On my iPhone 7, when I can someone or they try calling me, when the other person answers the phone I get a Call Failed message

This seems like your carrier issue, Contact your Carrier (Cellular Service Provider) The agency who issued the SIM to you.
Call Failed or Dropped Calls / Disconnecting
In telecommunications, a dropped-call / Auto Disconnecting Calls / Call-Failed Muted conversation are mainly due to technical reasons / fault at the carrier's end. - Turn on Airplane mode, wait for 10-15 secs and turn off airplane mode.

- Check you Battery health
- Take the SIM out and Put it back again
- Change you SIM, if it is damaged
- Time to contact your Carrier / Change if required
