Face Filtering Apps:
I’m not aware of any upfront. So, browse the App Store, and you might find one there. I would also ask this in Apple’s Developer Forums, being face filtering is a feature of an application you are looking for.
Recommend this to Apple:
Do your Part: Provide Apple some feedback. This is just not a feature of iOS, as of the date of this reply. Apple wont get back to you directly, but the more feedback thy receive from its users on this, the more they will know what their customers prefer, and what to include in versions to come. Note that these are user-to-user forums. Apple barely reads these forums as it is on their own time. So, the only successful way to get the word out to them is through use of their feedback sites.

How you you define "face filters"? Are referring to Face ID?
