Unlikely.

Seems more likely that you were charged for 2 different things. Its possible you have another subscription for something else, that costs the same as the iCloud storage option. Since the payments are not actually identified on your monthly statement, there is no way to tell them apart.

I suggest you verify all your active subscriptions on your Apple ID and make sure there's nothing else there you don't want to be paying for. Link-> How to cancel a subscription from Apple - Apple Support

Unless the dead iPhone was using a different Apple ID, the storage subscription is the same one as on the new iPhone which means cancelling it would cancel it on both places. But by that same token, it would only be one charge.

The system is setup such that double charges for the same thing are highly improbable.

It is not possible to be charged for 2 iCloud storage subscriptions on the same Apple ID account. Once you upgrade your storage on your Apple ID it is upgraded, and cannot be upgraded again separately from the active one. The system is set up specifically so this cannot happen.

Why do you think you are being charged for 2 storage subscriptions exactly?

Have you checked your other subscriptions to make sure its not for something else entirely?

Where are you seeing the secondary charge?

Have you also 2 x invoice from Apple?

Check -> Go to -> Settings -> your name -> iCloud -> if you see 50 GB (or 200 GB ot 2 TB) then you have an iCloud subscription.

If you have an iCloud subscription, you will receive a monthly bill from Apple, check your e-mail box.

You pay monthly for iCloud storage.

On the invoice for iCloud you can click Report a problem.

Or do you use 2 x Apple ID?
