Activation Lock

i just bought a new apple watch from Walmart and it's by Apple, there is an activation lock but I don't know how to contact the owner, who I'm pretty sure is Apple, I need help, please.

Apple Watch Series 3, watchOS 8

Best to return it to Walmart. It’s been set up by someone else (not Apple) and wasn’t sold as ‘new’.

The person that you bought/got this watch from needs to follow all the steps in this link;

Remove the Activation Lock so that the buyer can use it.

If they can't or won't then get your money back or recycle the watch and mark it down as a bad experience.
