I tried opening with a simple tap and did not help. So with longer touch it just shows the file details without any option of opening it or reading it

Try the Following...
A. View the Downloads:
Tap the downloads button for Safari.
B. Single-Out Safari:
Try performing this using another browser. Any success?
C. New iCloud Session:
If items are not downloading as they should to iCloud, then log out of iCloud in Settings, and then log back in again.
Are you attempting to open the file with a simple tap? A longer touch may instead show an action menu or file details.
