Cant get in contact with old owner to disconnect applewatch so i can connect to mine

My brother passed away last year i now have his apple watch and cant connect it to my phone because its still connected to his phone

My mothers apple watch was linked to her phone and apple id, both of which were lost when she died. Is there any way the apple watch can be unlocked and reset so that it is not wasted?
