Thanks for clarifying that information so we have a better understanding of how the playlists were created.
If you have a playlist mixed with Apple Music downloads and music synced from iTunes, this could be what is causing some of the songs to be missing. If you check the songs that are missing from the receivers end, see if that lines up with the songs that were synced to your iPhone from iTunes.
If this is isolated to songs that were synced from your computer, see if you can locate them in the Apple Music catalog to replace them so it appears when you send the playlist to a friend.

As it turns out, not every song which was published to a CD is still available in the Apple Music catalog. Songs can be changed to different titles, releases, or just no longer available from the publisher.
If the individual song is unable to be shared, the "Share" option will be missing when selecting the three ••• dots. You'll then know it will be excluded from a shared playlist.

While the songs may be available in Apple Music, they may be associated to a different album release. For example, if the publisher released an anniversary album and remove the album the song was initially associated with, this could cause the issue you're facing. Thank you for your response. It is a playlist I created from iTunes on PC, and all of the songs have been uploaded to Apple Music (some of the songs are from CDs that I put on my computer). I can see all songs in the playlist on all of my devices, but when I share it with other people, they are only able to see some of the songs. This is true for several playlists that I have shared.
Most of my music is from CDs imported to iTunes. The songs that are missing are some of the ones from CDs, but most of the CD songs do in fact show up. So I am thinking there is a problem with matching a few of them up with songs in Apple music? This really is a mess and I am surprised that Apple has not solved this problem yet. The method you described does work, but it is ridiculous and unreasonable to go through and pick out each song that is missing (I am talking about 100s of songs between all of my playlists), find it in Apple music, download it, add to the playlist, and delete the original song from the playlist. Also, it would add a LOT of songs to my library that would be repetitive (I do not want to delete the songs that I own from iTunes).
I understand what you are saying, but this is not the case with my situation. Here is an example. I had the whole Hotel California album in a playlist. Only one of the songs, Pretty Maids All in a Row, showed up in a shared playlist. Hotel California is definitely available in the Apple Music catalog! Same story with many of the songs not showing up, but is it seemingly random. I can not figure out any rhyme or reason with with songs are showing up and which are not.
