Low Data mode error shows that it is on, however it is off

Hello, this issue was presented about 2 years ago, and I am bringing it up again.

When downloading files, apps, or updates I get this 'Low Data Mode is on' error message.

When I go to the cellular setting, the switch for Low Data Mode is actually turned off.

I also checked my wifi connection and it is turned off.

I also checked my setting on my iPad, and it is also off.

Is this a bug in the IOS system on my iPhone 8 Plus, or what?

Thank you in advance for helping my solve this annoying problem.
