My husband's iPhone 11 will not accept phone calls. It gives a busy signal, even after it was rebooted.
It did this even before updated OS to 15.4.1. I have tried calling it with both a cell phone and a land line.

Now we are trying to figure out which ring tone would not only start out loud, but would remain at high volume until answered, because it seems the one he is using used to do that. Sometimes he can feel the vibration of it ringing, but even the vibration is rather timid. If we can't find one I'll ask again.

Tell him to check his focus setting.
You need to contact your carrier.
Go to Settings/Face ID & Passcode and turn off Attention Aware features. If it is on the ring volume is lowered when you are looking at the phone.
Do not disturb is not turned on. The Focus Status says disabled.
When I call his number from our land line I hear a busy signal.
When I call from my cell phone his phone makes no sound, and does not connect.
