running out of application memory, culprit is usually cyberghost vpn. Currently not able to force quit, move to trash nor uninstall app.

You can always force quit a shutdown by holding the power button/TouchID for ~6-10 sec.
Force Shut down your Mac.
Log out, sleep, wake, restart or shut down your Mac
Shut down or restart your Mac - Apple Support
Reboot into Safeboot mode to run your uninstaller...
A true VPN tunnel, for example between you and your job, or a Bank server would be of value, otherwise might be time to re-think the usage.

Contact the developer as to how to uninstall his product. How to contact an app developer – Apple Support (AU)
I use the app AppCleaner to do a more thorough job of uninstalling. It free and safe and works well.
According to their Website and there is Zero Specific Mention of Support for Monterey macOS 12

Using a VPN to access the Internet does absolutely nothing to protect your privacy or secure your data. Quite the opposite, in fact.
