After recent upgrade to 15.4.1 i cannot download files without having wifi turned on. A message says i am not connected to internet. Other stuff from other apps can download ok.
Why is this happening and how to fix it.

If it clearly says you are not connected to the internet the that's it. Being connected to the WiFi does not mean you are connected to the internet.
Connecting to Wifi is the first part and then getting connected to the Internet is the second
- If you connect to Wifi, doesn't necessarily mean you are connected to the internet. If you are not connected to wifi could be a problem with iPhone settings or Router/Modem Settings
- If you are not connected to the internet is the sole issue of Router / Modem Settings. Contact your ISP immediately
