Swift and Playgrounds is your current option, and that can be migrated into Xcode when/if you acquire better access to a Mac.

We’re unlikely to see Xcode available on your schedule on an iPad.

If ever.

For Xcode, you need a used/refurb/borrowed/rented/gifted Mac.

There are rental (hosting) services offering access to macOS, though remote access adds its own difficulties.

Whether into the hosted Mac, or remote access into your sibling’s Mac.

We’re other users like you, and nor Apple. We don’t know. I’d doubt it, though.

Playgrounds app has been available for a while, and is quite capable of developing and publishing apps.

Best (current) way to use an iPad with Xcode is via Sidecar and Universal Control, and a Mac.

I doubt it. It is hard enough developing on a laptop.
