For Xcode, you need a used/refurb/borrowed/rented/gifted Mac.
There are rental (hosting) services offering access to macOS, though remote access adds its own difficulties.
Whether into the hosted Mac, or remote access into your sibling’s Mac.

Playgrounds app has been available for a while, and is quite capable of developing and publishing apps.
Best (current) way to use an iPad with Xcode is via Sidecar and Universal Control, and a Mac.
i try the both there are different believe me but i try it on my brother MacBook and he is student in university so i can’t take it 24/7 i can only have 1-2 times in months and i have ipad pro 11 inch i try swift playground but it’s not like xcode
I doubt it. It is hard enough developing on a laptop.
